Política pública como política humana: un prolegómeno a un marco conceptual y método de análisis
Resumen
La política pública tiene un carácter normativo y causal. Por un lado, propone un estado de cosas deseable, determina qué indicadores deben cambiarse y la dirección del cambio. Por otro, sugiere cómo alcanzar ese estado, establece el camino para ese destino. El enfoque económico ha dominado la política pública conceptualmente, cargando de valor a indicadores de opulencia. Los métodos cuantitativos estadísticos han dominado el estudio de la causalidad, privilegiando la exactitud y el modelo único que mejor se ajusta los datos. Como alternativas, para cada ámbito, este artículo presenta al Enfoque del Desarrollo Humano y Capacidades como un marco conceptual y al Análisis Cualitativo Comparado con Conjuntos Difusos como un método de análisis. El primero se enfoca en el ser humano y su calidad de vida. El segundo permite el estudio de la causalidad coyuntural múltiple. Su combinación en el análisis de la política pública puede contribuir a su efectividad.Palabras clave:
